Remove On and Off regions from GCTAOnOffObservation class

Description
There is not really a reason to store the On and Off region with the GCTAOnOffObservation class. In particular, there are no unique On/Off regions for a stacked observation. For that reason, the On and Off region members should be remove from the class.
