Description
For the moment, the IRFs usually follow a specific order in ctools: Aeff, PSF, Edisp, background
A recent change in ctool::set_obs_response() however, leads to a change of the querying order (background and edisp are flipped). Therefore, currently all ctools query first the background cube and then the edisp cube (in case edisp=yes) was provided.
I propose to change the logic and query for the edisp cube before the background, in order to be consistent with the internal ordering.
